sel-cache: Use the cache for delete and get info

Use the cached SEL data for other handlers and remove the previous
cache::paths.

Tested: Verify ipmi sel list/get/del/clear commands work fine.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
