chassishandler: move get POH counter to new API

Rewritten "Get POH counter" command to use the newly
introduced IPMI provider API.

Tested:
verified using ipmitool chassis poh
ipmitool chassis poh
POH Counter  : 1 days, 6 hours // Response

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
