Add first user layer support.

Exposes user layer library which will be used by both
apphandler and netipmid for RAKP. Password is decrypted
from the special file which is used by pam-ipmi.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
