build : provide sensor yaml as config

Make it possible for the phosphor-host-ipmid recipe to be able to
supply the sensor YAML as configurable input.

Use sensor-example.yaml as input.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To full clean the repository again run ./bootstrap.sh clean.
