IPMI changes to mark non present as non functional

When marking a unit as functional, both functional state
and presence need to be checked to avoid marking non-present
units as functional.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To full clean the repository again run ./bootstrap.sh clean.
