IPMI changes to skip updating non present cores

Cores which are not present need not to be updated
to inventory. This change is for skipping several
updates to inventory based on skipOn value.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To full clean the repository again run ./bootstrap.sh clean.
