app/watchdog_service: More useful error output

This patch adds error handling around the decoding of requests to the
watchdog service, to give more useful context in the case of errors.

To build this package, do the following steps:

1. ./bootstrap.sh
2. ./configure ${CONFIGURE_FLAGS}
3. make

To clean the repository run ./bootstrap.sh clean.
