Put rate limiting options behind #ifdef

Fixes compile issue when ENABLE_IPMI_SNOOP is set (rateLimit var set but
not used).

Also add usage help text for --rate-limit option.

Tested: Compiles with IPMI snoop feature enabled and disabled.
