clang-tidy: Fix absolute value calculation

Replaced the use of `abs` with `labs` for calculating the absolute value
of `timeStamp.tm_gmtoff` to resolve the `-Wabsolute-value` warning. This
ensures the correct handling of long values for timezone offsets.
