PEL: Add DeconfigFlag to certain PELs in msg reg

Set the DeconfigFlag field to true for PELs that have fan, power supply,
or regulator callouts.

This is used by the 'nag' software that creates PELs to remind customers
that their system is running with deconfigured/unhealthy hardware.
