PEL: Document CALLOUT_PRIORITY

In the README, explain how the CALLOUT_PRIORITY AdditionalData keyword
can be used to dictate the priority of the callout passed in with
CALLOUT_INVENTORY_PATH, and how callouts will be sorted by priority.

The update itself explains how this is useful.
