netipmid: use boost::asio signal handling

boost::asio provides a signal handling interface that looks familiar to
the rest of its async API. This will allow the event loop to cleanly
shut down upon receipt of SIGTERM or SIGINT.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
