Handle invalid length for Disable Payload command

Invalid length error check added for disable payload command

Tested:
1. Verified negative case by providing improper length
ipmitool -I lanplus -H x.x.x.x -U root -P 0penBmc  raw 6 0x49 0x11 0x01
0x00 0x00 0x00 0x00 0x00 0x00
2. Verified normal case works fine.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
