maintainers: Add William Kennington

William has:
  - improved the code maintainability through refactoring and unit
tests.
  - added significant features like static neighbor support.
  - has significant contributions in-flight.
  - has the most contributions to the project second only to Ratan.

William has earned commit privileges.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
