Pass the network conf dir to network manager constructor

when the network manager comes up,it should have its
conf dir path which caller wants,instead of calling one
more function to set the desired conf dir.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
