util: Add a function for converting MAC addresses

We need to be able to convert a mac addresses from byte form into our
typical human readable string form.

Tested:
    Unit tests pass.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
