configure: Simplify link local autoconfiguration

We should either define a variable or not based on the truth value of
the configure flag. This change removes the AC_ARG_VAR that is
duplicating the functionality of the AC_ARG_ENABLE.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
