ethernet_interface: Remove local admin MAC check

We don't want to restrict our users from using mac addresses outside of
the local admin range. This is a policy that should be enforced outside
of this daemon if needed.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
