configure: Simplify PKG_CHECK_MODULES

When provided with no action, PKG_CHECK_MODULES errors out with a
similar message to what we are providing directly. Rely on that
mechanism instead of our own errors.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
