Load the VLAN interfaces from the system

At start up Network Manager creates all the interfaces
by reading it from the system.This commit creates the
vlan interface after reading it from the system.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
