Update Create.interface.yaml to return errors

-elog<InvalidArgument> is throwing an exception in bad path
testing and we don't have catch for it in current code.
-Updated the yaml file(added error) which will catch the exception
and will return error.

Fixes openbmc/openbmc#2576
