network_manager: Absorb all state change functions

We are going to need to keep track of more state for when interfaces are
not yet set up. It also  makes testing easier if we can keep the
rtnetlink_server as simple as possible.

To Build

To build this package, do the following steps:

    1. meson build
    2. ninja -C build
