Set MAC address only when it changes

If the MAC address hasn't been set or has changed,
set it.  Otherwise, don't set it because it will cause
the link to reset.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
