ncsi: implement the getinfo function

This function is used to dump all the info
of the package and the channels underlying
the package.
This function talks with the NCSI driver over
netlink messages.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
