regulators: Load JSON config file There are three basic steps to loading the JSON configuration file for the phosphor-regulators application: * Find the correct base name using a D-Bus query * Find the absolute path to the file by searching two directories * Parse the config file and store the resulting C++ objects The base name is currently hard-coded while waiting for an EntityManager enhancement to be completed. So the first step is partially done. This commit implements the second and third steps. Some minor changes were also made to conform these files to the coding conventions used in the rest of the phosphor-regulators application. defines the pmbus access type, which tells the service which sysfs type to use to read the attributes. The possible values are:/sys/bus/i2c/devices/3-0069/

defines the mapping between the attribute file and the FRU inventory interface and property. The configuration example below indicates that the service will read part_number
attribute file from a directory specified by the above pmbus access type, and assign to PartNumber
property in xyz.openbmc_project.Inventory.Decorator.Asset
