regulators: Remove Services& from Sensors methods

Remove the Services& parameter from the Sensors methods.  This parameter
introduces a circular include dependency, and the parameter was only
being lightly used in two Sensors methods.

Tested:
* Verified that all DBusSensors methods work as expected.
