Set expiredTimerUse when timer expired

IPMI get watchdog command needs this expiredTImerUse property,
For the Timer Use Expiration flags

Tested:
After timer expired, check this dbus property:
busctl get-property  "xyz.openbmc_project.Watchdog" \
"/xyz/openbmc_project/watchdog/host0" \
"xyz.openbmc_project.State.Watchdog" \
"ExpiredTimerUse"
