OWNERS: Remove Vishwa Like https://gerrit.openbmc.org/c/openbmc/phosphor-time-manager/+/70003 Vishwa is no longer associated with IBM and appears to have disengaged from OpenBMC since 2022. Furthermore, his inactivity on Discord suggests a lack of interest in OpenBMC. Consequently, it seems appropriate to remove him from the maintainers list.
