Improve LDAP accessibility

-Fixes accessibility issues for table sort buttons,
fieldset legend, checkboxes and radio buttons
-Fixes tabbing to checkboxes
-Stops tabbing to disabled sort buttons by adding ng-disabled
-Removes aria-hidden from modals

Tested: Verified no violations using DAP tool.
