Define the hb_inhibit_bmc_reset BIOS attribute

This commit defines the hb_inhibit_bmc_reset BIOS attribute. When set
to the enumeration value "Inhibit", Hostboot will instruct PHYP via
HDAT to not reset/reload the BMC at runtime.
