oem-ibm: Get event log severity from PEL

When creating an OpenBMC event log for a PEL, read the PEL severity out
of the PEL to get the OpenBMC event log severity value to use, instead
of always using 'Error'.

The severity byte in the PEL is always at a fixed offset.  Use the
category of the severity, from the first nibble of the byte, to map to
the OpenBMC event log Level value.  This is the same mapping used by the
openpower-host-ipmi-oem code when it deals with PELs inside ESELs.

Tested:  Verified that the severity of the created OpenBMC event logs
matched up with their corresponding PEL severities.
