PLDM: Change rate_unit field to None

This commit has the change to the rate_unit field
of a numeric effecter for ScheduledHostTransition.
rate_unit was “per second” earlier and TPO epoch time
is sent as seconds so it becomes seconds per second
which doesn't make sense.
