Update lid id for HCODE_LID and make HBD writeable in fileTable json
This commit updates the path for the HCODE_LID in reaction to the lid
id changing in the master json lid file. Previously the id was 81e00671
and now it is 81e0067b. In addition this commit edits the file traits for
81e00693, which corresponds to HBD, to be writable.
Tested: Tested on hardware
