OWNERS: update

It's been quite some time since I've helped maintain skeleton in any
meaningful way, and I don't intend to going forward, so it is time to
drop my name from the list.

I'm happy to help debug, provide historical insight or help out in some
other way; however, and will try to make the time if anyone reaches out.
