cpuinfoapp: sst: Disallow BaseSpeedPriorityEnabled writes The flow for dynamic OOB enabling of SST-BF is not working, so we need to return errors if a user tries to modify BaseSpeedPriorityEnabled instead of letting them get into an unsupported configuration.
