Add new psu-monitor command line argument support

Add new options to the ArgumentParser class to pass
in the number of power history records to keep around
and the GPIO path and number data for the sync GPIO.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To full clean the repository again run `./bootstrap.sh clean`.
