everest-xml: bump to 3cb28a0

      Add 2 connections for Simics -- Connect UCD90320-mar19 (PV_SCC_ALL_PS_OK) gpio to 5v pgood on tola .. this input is a combination input that indicate all regs on Total is GOOD /operational.
      Moved pauX from iohs to paucX under processor part model proc 1 connections need to be altered to use MC's 2 and 3 rather than 0 and 1, in the same way that the Rainier MRW was changed
