Update skiboot to 5.2.0-rc1 for garrison

Since garrison has NVLink and a Naples chip, we need skiboot beyond
5.1.13 to support the hardware. We previously grabbed a "known good"
commit on master, but thanks to the release of skiboot 5.2.0-rc1, we
can use a known good tag.
