openpower: Update Petitboot package
Changes since d171258:
- Support for 'Get Device ID' IPMI command for current and golden sides
- Support for reading the VERSION partitions via libflash (MTD)
- Support for reading BMC MAC address via IPMI
- Allow config files to be retrieved with static network config
- Handle basic BTRFS subvolumes
- Improve handling of empty strings and 'save_env' in GRUB
