op-build update August 7th

updated with hostboot, palmetto-xml, habanero-xml, and firestone-xml
latest versions.  Tested on habanero, palmetto, and firestone HW.

Note: Firestone tested with AMI level 0721n, there are known problems being
debugged with AMI level 0805a.
