Resynchronize rainier-xml commit tag in fw1020

The fw1020 branch of rainier-xml was accidentally deleted.  The
restoration resulted in some modified history which broke our
automatic PR creation tool.  This change sets the commit to the
current HEAD of the rainier-xml/release-fw1020 branch.
