meta-ampere: mtmitchell: initial support consoles

Add CPU console configuration so that users can use CPU console via
solssh and IPMI sol.

Tested:
1. Connect IPMI sol using "ipmitool sol activate" command via LAN.
2. Connect CPU console from WebUI.
3. Connect to CPU console via solssh:
  ssh -p 2200 root@<BMC IP>
