pfr-manager:Add libgpiod dependency to pfr-manager repo.

PFR manager uses CPLD SGPIO lines to read the CPLD version, Hence add
libgpiod to pfr-manager repo.

Tested:
Included <gpiod.h> header file and pfr-manager builds fine.
