Remove redundant x86-power-control recipe

This is a duplicate of the recipe in meta-phosphor and can
be removed to allow updates to the meta-phosphor recipe to
take effect.

Tested:
Verified that power control builds and functions with the updates
to the recipe in meta-phosphor.
