Fixup std::variant usage

This change refactors mapbox::variant specific usage onto an API that
mapbox::variant and std::variant both support.

Tested:
    Run through unit tests.

Provides IBM specific error logging functionality.

To Build

To build this package, do the following steps:

    1. ./bootstrap.sh
    2. ./configure ${CONFIGURE_FLAGS}
    3. make

To clean the repository run `./bootstrap.sh clean`.
