Default channel config JSON data

Added default configuration JSON files for all
channel information, includes
 1) Channel common config
 2) Channel access (volatile & non-volatile) data

OpenBMC

meta-phosphor is the OpenBMC layer. This layer should be included for all OpenBMC systems. The OpenBMC layer contains content which is shared between all OpenBMC systems.
