Subject: Add spmc_manifest for qemu

This version only supports embedded packaging.

Upstream-Status: Inappropriate [other]
  - The SPMC manifest is integration specific and should live at an
    integration spcific place. The manifest file is processed by TF-A
    and I am adding the patch to TF-A to keep things simple.
