meta-quanta: s6q: create basic machine

Initial introduction of Quanta S6Q family equipped with Aspeed 2600 BMC
SoC.

Tested:
 1. Build Quanta S6Q board and load on the target hardware.
 2. Ensure that BMC boots to console.
