| isic: add with-libnet remove libnet test |

| Upstream-Status: Inappropriate [embedded specific] |
| builds fine on non-oe systems. We need to exlude |
| cross compile libnet test. Pass in the location for libnet.a. Path |
| did not support mulitlib either. |
