Removed deprecated function from hei_operator_register.hpp

The following functions were ported from Hostboot and are not needed for
the isolation code:
 - default constructors
 - Read()/Write()
 - GetId()/SetId()
 - operator>=()
 - AccessBitString()
 - SetBitString()
